Volunteer Qualifications & Screening
Please consult HEO’s Bench Staff and On-Ice Staff Certification Requirements (HEO 6.25) to determine what certifications requirements are needed for you to participate as a coach, trainer or on-ice helper for the season. HEO’s On-Ice Helper Policy (HEO 6.5) applies to young “helpers” only, who are interested in helping within their amateur hockey program, or looking to collect high school volunteer hours. Adults or older teenagers who provide on-ice help, assistance or instruction must have the required qualifications (HEO 6.25).
Police Records Check Policy (HEO 6.6) - All RMHA volunteers require a vulnerable sector check (police records check) every three years in order to participate in RMHA or league-related activities. VSC applications are now done online through the OPP site. In order to apply for a VSC, you will require a letter from RMHA that identifies the type of check you require and its purpose. Please contact the RMHA Registrar for a copy of the letter ([email protected]). There is no cost for OPP’s VSC.
NEW Vulnerable Sector Check process for 2025-2026 season
HEO has launched a new centralized process for Vulnerable Sector Checks (VSC).
All new and returning volunteers will need to follow the steps below. If this process is not completed, the Registrar will not be able to add you to a team roster.
Please log into your Hockey Canada Registry profile to confirm the date of your Vulnerable Sector Check on file (Under Background Checks Tab). If your Vulnerable Sector Check was completed before 2023, you will need to apply for a new one.
For returning volunteers with a Vulnerable Sector Check on your HCR profile which was completed in 2023 or 2024:

You must complete the online declaration through the Ontario Screen Submission Portal. You will require your HCR# found in your Hockey Canada Registry profile. Please ensure that you select HEO as your Ontario member. The declaration must be renewed/resubmitted on a yearly basis.
For new volunteers or volunteers with an expired Vulnerable Sector Check (completed prior to 2023):

Email the Registrar [email protected] to obtain a volunteer letter to apply for a Vulnerable Sector Check.

Submit your application for a Vulnerable Sector Check on the OPP site as a Volunteer with a letter. (It is important to submit your application as soon as possible, because this process may take 6-8 weeks.)

New volunteers must have a Hockey Canada Registry number (HCR#).

If you have ever played hockey within Hockey Canada, you will already have an HCR# and will need to connect it by logging into the Hockey Canada Registry (create an account if you do not already have one). Once you log in, there is a Members Tab on the left side. Click on your name and Add Sport Profile. This will allow you to search for your HCR# by name and birthdate. Follow the steps to link your profile. If your profile is connected with a different association than RMHA, you will need to email the Registrar to have your profile transferred to RMHA.

If you have never played or coached hockey, you will need a Spordle account and you will need to create a new HCR# for yourself.

Once you receive your completed VSC document, begin the Screening Submission process through the Ontario Screen Submission Portal. Ensure that on the first question, you select HEO as your Ontario member.
